You are absolutely correct. But, they end it like that because after 120 minutes of running, football degenerates into a walking game and nobody would ever score. They end it like that because they have to, but no real soccer fan likes matches decided by penalty kicks.

True, the games turn into a walking contest. Not even the subs that are sent in can make a true difference. I personally hate penalty kicks. I hate when people say it shows the skill of the keeper.
IT DOES NOT! THE KEEPER HAS TO GUESS? The real test for a keeper is during the game. Penalty kicks only test the composure of the kick taker. But there really isn't an alerternative!

What? It couldn't be more exiting than that! Penalty kicks it is a shootout!
I spent all game wishing for it to go to the penalties!

I don't know!Look you have to understand that they were very tired!They are human being,after all!The most of them played great football the whole season!Don't expect them to be better!
