Absolutely necessary, no. But, as folks have mentioned above, they will help a selection committee split hairs if there are a number of students with comparable attributes.
Generally speaking, the first run-through will find selection committees looking for the best students--when they put together their recruitment brochures, students with high GPAs and SAT scores allow them to say how selective they are, how fantastic their student body is.
After that, however, assuming that many students have strong academic credentials, they look for good citizens, folks who (on paper, anyway) look like they'll be able to contribute to the life and culture of the institution.

Absolutely not. But when it comes down to it, extra curriculars are greatly encouraged. If you are equal to another student, having extra curriculars could give you the 1-up.

According to what college reps it is, however, if you nail the SAT's and have a 4.0 plus grade average, then I wouldn't worry about it. If your a mediocre student, it could come down to what extra curricular activities you did do in school or elsewhere.
