The CONCEPT of time was created by, in essence, counting natural events, generally celestial events--sunrises and sunsets, the phases of the moon, etc.

We're talking prehistory here, but the Egyptians did a lot to codify all this. If you've ever wondered why there are eg. 60 minutes in an hour, this was because the Egyptians had a thing about the number 60. See Daniel Boorstin's "The Discoverers" for a thorough explanation.

When I created the universe I needed a way to keep things from happening all at the same time.

In order to explain Time ,one needs to define it. What is it.
Basically Time is a quantity used to describes a process or phenomena.
For example for Each steps one take to walk there is Time telling you how fast you are walking or investing energy.
If an Angel in Heavens was to move it would take Time for the angel to move.
The Big Bang theory refers to Relative Time. At the Creation of the Universe Time became relative to the process of the Universe.
Einstein's Time dilation formula alludes to that.
Therefore how time appeared at the begining is not the same as it appears today. The reason is that the frame of Reference was different then. And as per Einstein's Relativity theory Phenomenae do not appear the same way in different frames of reference. What is an illusion in one frame of reference is real in the other frame of reference.
Thanks to Einstein we can view Time in different perspectives to Understand Time and mass structured processes.
Therefore what appears in aging of mass structures from our frame of reference winds up to be billions of year as compared to seconds to initiate the creation process of the Universe.
Einstein's Theory of Relativity Time formula is the only one which points how Time appears to Humans as compared to how Time really is to the Creator of the Universe.

Time always existed.

Only warped to appear different to humans.
It was not Time that was created ;it was Humans. And Humans can sense time. So Time came to being sensed since our own begining.
I hope my answer would help your dilemma about Time and give you some ellucidation.= Very good question . I was happy to answer.

In the Big Bang. Time is a measure of change, and until the universe was created, there was no change, therefore no time.

There are some who say that time is a measure or remembered change, so until there were living creatures with a sense of their environment changing, there was no "measured" or "sensed" time.

Who would know that? Man still do not know millions of fact that are connected with him, so as time, he know nothing about the creation of time. Who knows that where he was before he born? It sounds that everything has a start and end. Time has started and may some day it will end.

time is a miracle. I am reading a book named " time travel on Einstein's look." I do not know how time is created.
But it differs... World time, the other worlds time...
