here in UK if you dont complete the final project work you are only awarded with Post Graduate diploma and if you complete you final project work you get Master's Degree.
No. of basic softwares required for your degree course would be according to required no of credits for awarding the degree.

To obtain a masters you need to accumulate so many points by doing modules. I believe that its 180 points for a Masters, a diploma is only worth 120 points. Or simply put: If you do 3 modules per year, 1 year = Postgraduate Certificate 2 years = Diploma 3 Years = Masters

Postgraduate education includes, as far as I know, master's and doctoral's, so I think post-graduate diploma is more general.
Also, if I correctly understand your second question, it depends on the major - a master in primary education will have need of a lot less software than a software engineering one will.

u get the post grad dimploma, if your dont do the final project/theais, otherwise you get a masters. it also depeneds on where you do it as there are some instutions that offer 1 year masters
