Cloe was a child of a teen Nancy getting pregnant. she gave her up for a better life. I believe it was just a guy she dated I don't remember then ever saying the name. Also Zack if Bo's kid.

I searched for information, but came up with absolutely nadda on either "Cloe" or "Issac".

Cloe's Father is Craig. Her mom's husband, and Issac (Zack) is Bo's kid. ( Or was) He died. And Cloe, Nancy & Craig arn't on the show anymore.
