You almost answered your own q. Focus on colours that do not stain as fast, and avoid too light of colours (e.g. white or bright yellow). Imagine if a waiter had the tiniest stain noticed, what would a customer think?
I would prefer waiters both male and female to have the same uniform for costs sake. I would choose burgundy with yelllow and blue lining.

I would go for black trousers/skirt then a uniform shirt/blouse. That way it will cost you less for the uniforms as the staff would wear their own trousers/skirts.

go and pay a designer. if you want to be cheap about it, set up a competition in an art college with a fashion faculity
