80 % of the population. whoa someone once said "if u want to lie use statistics."
in response to ur question -i will only be talking about india as i have been there and KNOW about it.
firstly u have given wrong statistics. such "excretion" is carried out by the poor, those who dont have houses, or have no toilets in their houses.
now that figure is 30-35 % and happens mainly in big cities as most people live in slums. they live below the poverty-line.
politicians- yes they do gulp a large sum of money, but let me tell u, there exists in india a national AIDS awareness campaign, polio drops/ vaccination disopensaries, contraception awareness campaign.
here i think ur money has been well spent as its necessary to have a healthy being rather than making public toilets,
im not justifying these people but there are larger issues at hand which need to be dealt with.

it is true that rural and urban sanitation facilities and lack of education and knowledge of hygiene and sanitary methods are still a dream distant in these countries. most of it is confined to village areas and distant places. there is also a lack of initiative from certain sections of society to change their habits.
then in rural belts of the region, there is not enough drinking water available so how do u expect these people to follow other methods of proper living.
it is also a naked truth that money coming for their development never reaches them as red tap-ism and corrupt officials often gobble up the funds.
in a UN study it was targeted that by 2010 there will be around 310 million people (by combining all the countries you mentioned)who will be deprived of proper sanitation.if you are donating money do donate it to NGOs who at least do some work rather than the government where corruption rules the roost

because they're inspired by custom. also many Indian, Pakistani, Sri Lankan and Bangladeshi female are literally not Muslims. Did you flow up and quiz all and numerous and ask what faith they're? Or again are you in simple terms making great assumptions?
