I know her flight and seat number. Airline does not give her name. She speaks French, Japanese and Chinese. Is advertising a good idea?

Tokyo is a big city..millions of people like New York..hard to find someone.also there are so many mails that were usually returned to senders..
If you remember if she mentioned about work or school she is attending, it might help.. I dn't think the airline company would provide such information of their passenger unless it is emergency or she has booking on that day..
there are many magazines, bilingual magazines like Tokyo Classified.. or Hiragana Times..that distributed on every area in tokyo.. you could search for her by calling this company like and place an ad like personal. message but it would charge you a bit..depends on the situation or it might be free... .it is bilingual magazine so it would help even by word of mouth... yes it is a good idea..try it..
remembering Japanese names for foreigners are sometimes difficult if you are not familiar with these names, might atleast give descriptions more..

Try wriiting to the embassy if you his/her nationality or write to the airline Public Relations Department, give your full address and the reason(s) for you wanting to contact this friend of yours.

Why don't you give your contact info to the airlines and ask them to deliver the message?
Have your friend call you.
Not sure if they'd do it though.
