Most fish don't actually have lungs, they "breathe" water through gills in thir mouth. Some fish, such as the lungfish, have an adapted swim bladder which is a sac they can fill with air and use to get oxygen from air instead of water. In most fish the swim bladder is used to help them remain at the same depth.

From evolution, fish use gills to breath, extract oxyzen from water. However, some fish did use lung to breath. But they can't classied as fish, it is not totally right.
Example such as whale. They use lung to breath, thus they need to come out from the water and breath, and hold their breath to sink into water.
They, in fact 40 million years ago are animals live on the land.
Again, evolution plays a magic that they evolve into a fish-kind animal living in water.
Who know one day they will evolve into a specialised lung, could be breath in air and water at the same time, without the necessary to come out to water?

fish have lungs for the purpose of breathing. such fish are like lungfish, which coils and burries itself in the mud when water dries in a pond or swamp and developes a cucoon around its body. it may stay in the ground for months awaiting rains or floods before it leaves its hibanation place. it is the lungs that give it that capability to hibanate. it sometimes feed on its tail gradually if floods or rains take too long to come.

fish have gills, they absord oxygen through their swimbladder which functions as a primitive lung.
some have laborinth organs too.
these are used to breathe air, exygen is used to create energy and all living things need to be able to produce energy or they die.
