I think its because their is no differentiation between male and female in the human embryo. The basic human DNA calls for nipples. Hormones dictated by chromosonal factors change the growing embryo into a male or female fetus. It is not until puberty do we see changes that show the difference in functionality and appearance of the human breast.

Nipples begin development early in fetal development and before the sex of the fetus is determined. So they remain after sexually dimorphic characteristics arise that actually seperate male and female. That's why men have mammary glands.

Evolutionary reasons I think. But it could have something to do with how a fetus develops and maybe nipples come about before gender is assigned, i'm not totally sure.

Because we all start out female in the womb it's only when the extra chromosone is added that you become male. Same as your testicals were ovaries etc
