be law that dentists give u a needle to numb before giving u a filling coz they gave me one today and they neva numbed me. =(

Not all cvities require anestsia. Some cavities are located at the surface of the enamel of a tooth and have just begun to penitrate the denten, thus not requiring anestsia.
If you experienced pain during your procedure, why did you not request to be numbed at the first sign of discompfort? I would suggest you infrom your dentist that you would like to be numbed for all future procedures, regardless weather they feel it is nessesary or not.
