I'd start by not using meat!

I'd get some artwork done first so you're ready to launch the shop. I assume you have premises, equipment and recipes, if not I guess this is where you start.

If you want me to do some artwork and e-mail it through for a small fee let me know via message.

In Thailand there is no real problem in making and selling food products. Being able to produce a quality product that will sell for the prices the Thai will pay may be your biggest problem. The Thai work on a very small profit margin in most cases like this. You would need to be able to turn out a lot of product to make it worth doing. Good luck and enjoy. As a foreigner you stay in the background as much as possible to keep the so called law away.

Baking vegan products is relatively easy. Flour is a vegetable product and so is yeast. Not sure about water and salt.
