I would say the original Volkswagen Beetle, with over 21.5 million made. Yes, the Toyota Corolla and VW Golf have both sold more models with those names on, but their current designs are greatly changed from their original forms so I don't think they can be counted as a single model of car. The Beetle was little changed from its original WWII-era form until it ceased production in 2003.
