OK, first of all, you probably have 256MB of memory (RAM), though it's possible some of that is being shared by onboard video. You can go to Start -> Run and type "dxdiag" without the quotes. Hit OK and you'll get more info about your setup.
The sweet spot for Windows XP is 512MB of RAM (though it doesn't hurt to have 1GB or more). Once you go over 512, the boost in performance will be minimal and in some cases, not noticeable depending on how you use your PC. Also, most newer PC's that run on faster frontside busses (FSB) of 800MHz or more need to have the memory running in dual-channel. That's two or more identical memory sticks, preferably. Your mobo manual should show you the slot configurations to follow in order to get dual-channel mode, and the BIOS should show you if its enabled.
As for your PC being slow, there are lots of possible reasons:
- ton of apps loading at startup
- heavily infected with spyware/adware
- possible virus
- etc...
It's not a bad idea to backup your important personal data (or move it over to another hard drive/partition), format your C: drive, then reinstall Windows XP clean. Starting with a clean slate can make a world of difference in speed, trust me. If you go this route, look into using a 3rd-party utility such as Norton Ghost to make frequent backups to DVD (at least once a month) or to another hard drive. That way, you can revert back to an image instead of doing a clean install everytime your PC begins to act up and underperform...

You let your Norton expire, and the PC running Windows Virus Magnet is always next to 'die'! Even when it is running, clean and protected, XP is 8X slower than the 500 other modern, and FREE, OSes!
If you really must run the 8 year old MicrosoftOS that is bloated, you should make sure that it runs:
512 MB of RAM - small investment for speed and efficiency!
AVG anti-virus, it's FREE!
Lavasoft's adaware
SpybotS&D
Crapcleaner
Shootthemessenger

I am typing this on my system running a LiveCDrom of PCLinuxOS, as XP trashed the drive (Microsoft FAT and NTFS do seem to kill drives)!
I know, from servicing 5 to 12 customer returns each day at a MAC and PC service center! The 'dead' hard drives are always from 'Microsoft' computers!
For every ten Microsoft systems, we get one abused MacIntosh or Linux, or BSD, computer, usually from power surges, (last three OSes are clones of Unix, and, are almost identical at the desktop)!

The speed of a computer normally depends on the hardware configuration of the pc, viz. the processor speed, the ram capacity. Still a computer with a normal configuration can be made to run at its maximal speeds by taking many precautions like runnin scan disk in thorough mode atleast once in a month to see that the system doesn't have any bugs and letting ur pc free of virus as viruses and worms can also bring down the functioning of the pc. Even antivirus softwares which 've been installed in the pc can bring down the speed as there are several threads currently being executed by the sotware like auto updates and other features like spam control, auto identification of any intrusions , firewalls etc.

The last time it happened to me, it turned out to be a virus. Scan your computer through a good virus protection program to see. Then you might have to clean up the hard drive or defragment (easier than it sounds). Sometimes, it is because there are too many programs running at once; or your computer connection is being used by more than one person. You can get more information through computer books from the library or of course, do a Google search.

go to run type -- msconfig
and hit enter..in the box that appears click on startup.
uncheck all the boxes representing the programs you don't want to start when the machine boots up...you may always start them from
programs menu later if you want...defrag your hard disk and maybe scan for a virus..but primarily get rid of the programs in startup...cos they keep on running in memory even when you're not using them..

Go over to http://www.pcpitstop.com/ and run their online scan, and it should tell you what the problem is.
At a guess, I suggest you need more RAM.
When did you last Scan & DEFRAGMENT the hard drive?
Uninstall "Norton 2006", replace it with "Zonealarm Internet Security Suite" from http://www.zonelabs.com - once installed, run a full anti-virus & anti-spyware scan.

Can't live without it and windows...
Then disable and/or uninstall whatever u don't need.
Other things to try:
1 - Disk Cleanup (removal of temp files, cookies, etc.)
2 - Defrag
3 - Registry Cleanup (CAN BE VERY RISKY!)

GET RID OF THE STUFF YOU DON'T NEED . CLEAN OUT YOUR COOKIES , TEMP INTERNET FILES , HISTORY etc. MAKE SURE YOU HAVEN'T DOUBLED UP SOME FILES OR FOLDERS . CLOSE ANYTHING YOU'RE NOT USING . YOU SHOULD HAVE A RECOVERY DRIVE OR DISCS . USE THIS . DEFRAG AND CLEAN UP THAT'S WHY THEY'RE THERE . UNLESS IT'S IN AN OVEN , GET RID OF THE FANS , JUST MAKE SURE IT'S WELL VENTILATED .
