Openly flirt, be nice, be honest, ask him out for a date and state clearly that you want to get to know him better, at this stage most guys will ask, are you and it is understandable to be honest, if you are 'not queer' but clearly attracted to this person, say so, gay is an annoying label. The process is actually no different than a man making out with a women only things must be bluntly stated especially when hooking up outside of a clearly gay environment. But This being the 21st Century and the 515th or so Century of you are a Jew, if you see someone attractive in any setting, say Hello, smile, throw that vibe that says 'whew, you turn me on.' Be strong, be brave, go misbehave.
