Two (2) or more people can file a class suit as long they have the same interest in the outcome of the case. It can just be 2 or even millions of people if they share the same rights to protect or claim for a damage done.

Enough people so that a lawsuit brought by each individual person would be inefficient for the court to have to decide in every case.

However, bear in mind that there are other requirements for a class to be recognized in a class action lawsuit, such as the typicality of the claim, the commonality of the questions of law or fact in each individual's claim against the defendant, and the adequate representation which the class representative can provide to the class as a whole.
