No, but the principle of gravity, which is what Sir Isaac Newton was describing when he said that, always applies. If something goes up with enough speed to not come back down, it has 'escape velocity'. Man could not achieve escape velocity during Newton's time, so the statement was true then. If an object does go up with escape velocity, it won't 'come down' but if that object goes near another body, such as the moon or another planet, the gravitational force will still act upon it.

No, for example if a balloon has helium in it, it starts floating away..
It won't go to space or anything like that, but there's always wind and it can stay afloat up there somewhere and not come down..
