Stand front of a mirror and choose any kind of topic n then try to speak loudly. It sounds funny but it does work.

Practice practice practice! I've been taking Spanish for 9 years and I'm still not fluent.

Look into study abroad programs. The BEST way to learn a language is to be immersed in it and be forced to listen to it a lot. You'll pick up soooo much more than you ever thought you could. Plus it's so much fun!! There's more to it than just language, you need to learn the culture, the customs, traditions, slang, expressions and more.

If you can't afford to study abroad or don't have the resources to do it, use chat rooms and e-mail to communicate with English-speakers. That can help tremendously!!

Take classes called ESL English as a Second Language, they have classes in the colleges, Skill Centers, or buy yourself a software and do it on your own. Doing it on your own takes a lot of motivation and dicipline and if you are not motivated, classes help you learn faster.
I suggest read 6 hours a day, watch only English channel TV, listen to talk radio such as National Public Radio. Talk and think English for a year and I am sure you will learn fast and gain many vocabulary words, Goodluck

I suggest you watch a lot of english movies, television series, shows, soap operas and read a lot of books in english like pocket books(for fun), magazines, newspapers. This is from my own experience and it has helped me a great deal. I think you should also carry a handy small dictionary in case you come across a unkown word. Try speaking English everyday! =D

Although surrounding yourself w/ other english speakers is an excellent (and necessary) idea, i feel compelled to point out the need to find well spoken people. If you surround yourself w/ people who abuse the language you will do the same.
