Usually a woman ovulates (releases her egg) halfway between periods (about two weeks after and two weeks before her periods). When she's having her period, her body is saying: "Well, this egg didn't get fertilized. Better flush it out now." That's what's happening during a period, her egg is being released from the body. If her period just ended, I'd say that there is little chance of her getting pregnant--since her egg should've just been flushed away and the new egg won't come for another couple of weeks.

A woman can get pregnant before, during and after her period.

If you want to make sure she does not you need to use some form of contraception...

Yes, and females are very fertile shortly after their period ends.
