I was over at my sisters today and my neice asked me to buy her an ice cream from the arab dude in the ice cream truck and I told her no. She then told me she would be good if I got here one, insinuating she intended to be bad if I didn't get one. I told her no again so she kicked me and threw a screaming kicking tantrum complete with crying, there were people around so I couldnt shut her up except by getting her ice cream so I did and she stopped.

Children are terrorists if adults allow them to be so.
So it is basically always fault of the education you give them.

By definition, your niece was not a terrorist because she was not attempting to intimidate or coerce a society or government, just you. On the other hand, minors can be terrorists under statute by other criteria, such as a teenager who threatens to set a bomb in a school.

Yes. My nephew is not even 2 yet and he is a little nightmare! If he wants something in a shop and he can't get it. He throws himself on the floor and screams, cries and beats his little hands on the floor. His parents will still buy it for him but I just pick him up and carry on walking. He doesn't do it with me anymore but with everyone else he is a handful.

This is not the child's fault. It is your sister's fault (and, presumably, her husband's fault as well). They don't believe in beating their kids, and therefore everyone around them has to suffer the consequences.
