Okay, I'm having trouble understanding the problem here. You are supposed to be dating, not wondering why he won't get with you.
Go out, enjoy your evening, if something magical happens great, if it doesn't, well, you got a great meal and a movie...and the next time he calls you can say yes.

Maybe it proves you can't have a real friendship or relationship over the phone. Cut them both off as a mistake and then go find someone you can really see and talk to in person.
