It depends on the procedure.

If a woman has had reconstructive breast surgery due to, say, breast cancer treatments, then she cannot since the underlying biology which create the milk are non-existance

If she's been augmented with current procedures, which place a saline bag between the breast and the chest wall, then she can breastfeed, since the parts that make milk are there and intact.

yes they do. the implant is placed uner the breast next to the muscle. all the plumbing in the breast is still there and intact. No reason for it not to work
