Yes, but go to a farm supply and buy a large animal soap. It will be safer on their skin.

Any mild shampoo for cats, dogs, horses, etc. is fine. If your goats happen to be Pygmy goats, make sure you get them good and dry after the bath. Pygmy goats hate to get wet and there is a reason for it...they are prone to a skin fungus when they get wet.
