Their parents should be notified and the children need to be talked to about what they were doing. They might not realize it was wrong - but the odds are that at 12 and 13 they knew it was something they shouldn't have been doing.
They need to have sex explained to them and why it's not something they should be doing, especially at their young ages (especially at 8yrs old!). Punishment shouldn't be a big concern- at least with the 8y/o, talking to them and finding out why they were doing it would be more of a concentration. The 12 & 13 y/o should know better, so I don't see anything wrong with punishing them - but make sure they know why they are being punished. Also making sure they understand that it's not acceptable and it is not to happen again.
From now on make sure that when they are together they are monitored. No doors closed, no sleeping in the same room, you need to make sure they are supervised.

The 12 and 13 yr old should be grounded for a long time and someone should talk to them about sex and the purpose of sex. The 8 yr old should be told about inappropriate touching etc.

Pay attention to your own lifestyle. Perhaps they are seeing something you are doing or hearing what you are doing that makes them more curious than they should be on the topic.
Ask them questions and learn from them first and foremost. After you have had time to process what they have taught YOU then talk to them about how they should respect their own bodies (don't let others touch them) and respect other people's bodies (don't touch other's private areas).
Then tell them that they shouldn't have sex until they are 18 years old as it is only for adults to partake in. Most likely this won't stick but it will buy you some time. ;-)

What were the sex of the three kids? I would venture to say the 8 yo is a girl and the 12-13 yo are boys...its rather serious no matter what, parents should be involved and appropriate measures take to prevent this from happening again.
The two older kids need to go see a counselor, he younger also and they need to learn how inappropriate this is.

The older ones should know better, but the eight-year-old is probably more victim than culprit here. Punish the older two and have a very long talk with the younger one.

First ask them why they were doing it (of course we know they were just curious) then explain to them that it isn't right to explore with other ppl till they are older and found a boy/girlfriend or a wife/husband (which ever moral standards you have) then ground them for doing "wrong".
DON'T MAKE THEM FEEL ASHAMED IT COULD REALLY CONFUSE THEM ABOUT THE FEELINGS THEY ARE HAVING WITH THAT REGION OF THEIR BODY!

you as the guardian should teach them the right from wrong and let them know that what they are doing is not right and aslo the environment in which they associate themselves affects how and what a child or children do so becareful what they see and hear so you will do the right thing I have faith in you good luck.
