build more residental areas for the city
also make sure the areas are connected through the powerlines or make sure the residental area is adjacent to the powerline... also make sure the residental areas are connected to waterpipes with water running through them.... touch aint it? lol

I think most versions of simcity show supply and demand graphs...you need to build a lot of residential at first, then industrial, then commercial. To attract more people after that, build stadiums/marinas/etc. Finally, I think you can build roads to neighboring cities, and that might help attract more people.
