depends on how involved and how friendly they are to your own country. I am American, and only country I can think of that I would NEVER help in North Korea. May not be too keen on helping Iran either. And FRANCE!!! wouldn't give them a nickel...

Yes and no. The idea is that you will make friends in that country and turn their thinking around. As it was show in the tsunami aid a lot of money went to terror orginizations instead. They took the money and stabed us in the back. Another case in piont is us sending money to Bil ladin to stop the USSR and he then comiing back for us. Although in Patastain the money we sent to aid after the quake turned some 51% of people to like US instead of hate us. Or was the poll riged? The best idea is to say we give nothing to those that mean us harm, but help all that want to turn from their old ways and be our friends. Although we have done that for some forty years and find that we only help the bad guy (PLO...) One must stand fast on crushing those that do us harm. Only one second chance?
So yes, and no.

You mean like in the case of our helping Iran after their quake a few years back? Democracy means a measure of charity & of defense of oppression wherever it occurs. These things are not opposed to each other, they are complimentary. We serve our national interest with economic or military force, but we win friends against those involved with terrorism by showing what we stand for. To do both is who we are, and to do both is to fight terrorism.I'd say you especially have to help people in such a country, but screw their govt.
