We all have rules and regulations in our home, so if you owned and ran a small town of approximately 1,200 folk what, if anything would you outlaw in your little town, by the way what is the name of your town? and what is the penalty one must pay if they broke the towns law? ..... The most sensible or perhaps unique will get you 10 pts.

I can see by some of the many responses here, somebody has the intellect to run a pretty good town. I do hope yuo`re putting your brilliance to wok somewhere in a positive way.

Let's put a background in the town: is it a socialist/communal type or a democratic government? Considering the small town is in the U.S., an elected Mayor probably would manage the affairs of the town including his/her councilors or board members. Rules have to be passed in the body before a rule/bill is approved by the Head, who is the Mayor. This procedure is similar in the Bill-making process in Congress and Senate.

There is a lot to do. One, consider the financial standing of the town, its geographical location considering growth in 5, 10 or 20 years, its resources such as rich grazing ground, rich in mineral deposits, probable tourist destination because of its closeness to nature, and a lot more.

Also, you cannot just impose rules, i.e., you have to study its statistics or its performance the previous years, perhaps, its history. What is the crime rate, or are there crimes committed? Another one is the proportion of the population's ages, such as 70% are youth, and in this case, there are appropriate plans for such population. Its a complex one.

Probably, you are referring to imposition of laws, penalties and the like. As I said, the laws or rules depend upon the statistics. Say, there is an increasing number of car accidents by people with ages 18 and below, the move here is to make guidelines so as to prevent teen car accidents. Parents would be penalized would be one law!

Generally, laws have already been set in the state and federal levels, such as felonies, misdemeanors, etc. The community or town could only make preventive laws and discourage perpetrators.

As examples, other towns, impose a no "For Sale" sign in parked cars, garbage collection periods, curfews for the teens on weekdays, no unsightly things in the yards such as old rusting cars, etc. However, in this times, laws on internet and related matters are being considered, esp. those concerning internet dating which involves underage people with adults.

Hate crimes, assault and battery, murder, rape, stealing and vandalism would result in fair and equitable restitution for the victims and substantial jail time, without exception, for all offenders. First degree murder and murder while committing another crime would carry the death penalty. Drunk driving, prostitution, gambling, spouse, animal and child abuse would carry a mandatory psychiatric evaluation and mandatory INTAKE into a treatment center for all offenders. Adulterers would lose all recourse to alimony in divorce court and rights to child custody. Trespassing, noise nuisances and smoking in public would carry stiff fines of $200 and up for each violation and second offenses would carry jail time of at least 10 days in addition to doubling of the fine, no exceptions. All minors over the age of 7 : the age of reason, and normal mental development would be treated as adults in this town. Punishment for littering would be to clean it ALL up. The only firearms allowed would be in the hands of the town police. It would be called Noexcuses City.

I would ban Rebel Flags and racists...also no Churches within city limits and every head of household must have a non-liberal arts college degree.

Racists with Rebel flags get tarred and feathered and forfeit their property to be sold for extra supplies at the free health clinic.

The town is named Reality-burg and the science club meets on Wednesdays...free thinkers encouraged.

tickets or summons for drinking in public would be outlawed and fines for ones for no seat belt would be significantly reduced(and NO check points for nuisance tickets). and if the town had alot of land and a big highway running through it, the speed limit on it would be raised to 100, but stricter rules about passing, lane changing and a few other things would be changed to accommodate the higher speeds

The only true law is one that leads to freedom. Dont' remember who said that but the words always stuck with me. So I would not ban much. Banning rarely leads to freedom. Instead I'd organize the town to avoid many of the problems which cause such situations.

First innovation would be to build most of the town underground. Creative use of mirrors and vents would provide plenty of light and fresh air. Would you rather have some ugly house sitting in the middle of your yard or trees, a huge yard and wildlife or maybe a garden? This would reduce drainage problems, reduce heating cooling to almost nothing. It'd reduce home ownership costs. It would also create a town of breath taking natural beauty.

One thing I would ban though is the banners. I mean the people who like to ban things and stick thier noses in other people's biz. Home owners associations in particuler. I would require recycling of anything possible to recycle by city Gov and promote it heavily with the populace. I'd invovate on services such as utilities and garbage collection. None of this going out to the dumpster or sitting trash on the curb. Air polllution would not exist as the roads would be underground and air filters would collect the pollution. Lights and filters powered by solar and wind with grid backups in case the weather is not cooperating.

There would be few intersections. This would dramatically reduce traffic accidents. Running red lights being the #1 killer. No lights to run in this town. It would also dramatically reduce pollution. I'd promote mixed use areas so that people can work very close to home. By building underground you almost completely elimanate the noise issues. You also introduce a great deal of privacy when at home, but promote social interaction when walking in what is essentially a city wide park.

One law I would institute is requiring a certain amount of trees. If it required extra water a non-invasive water collection would be used for arid towns. People who did not own dogs or have small children could even avoid fences in thier large back yards. Except for earthquakes there are no natural disasters which could damage much of the town.

On the highways the cops would enforce first unsafe rules like cutting people off, driving in left hand lane when not passing and not accelerating to highway speed before entering the freeway. Street and town designs would ban left hand exits and onramps. All onramps would give drivers sufficient time to reach highway speed before entering traffic. Anyone who stopped on the onramp except for an emergancy would be jailed for attempted murder. Not much more dangerous thing you can do than stop on a freeway onramp.

Bike trails seperate from the car lanes by at least 10 feet, given that it's all underground the bike trails would probably be above ground or a layer up from roads. Full access to the city without ever having to ride in traffic.

Convicted pediphiles would have to register and be monitored 24/7 for location and banned from any contact with children. Until such time as real rehabilitation exists pediphiles are almost certain to repeat thier crimes. A risk which actually justifies the cival liberty infringements.

Cops would be required to walk a beat at least part of thier shift. Public interaction is the best prevention against abuse of police powers. It is also a strong deterrent against crime.

Schools and parks would be placed next too when possible Police stations. Park guards and school gaurds who's entire duty is to prevent abductions would be the biggest innovation. All city parks during hours children are commonly present would have a full time city employee watching for attempted abductions. All schools would have at least on employee tasked with the same thing. Abductions by parents could and would still happen. By strangers would be far more difficult. Each neighborhood would also have it's play area where it would be monitored for attempted abductions. This way kids would have a safe place to play.

I'd inovate on postal and package delivery systems. Public transportation systems. Promote telecomuting and 24/7 business operation. Libs, parks, and other city facilities would be open 24 hours a day and at least 6 days week except for holidays.

I would subsidize daycare for low income single mothers. I'd also aggressively pursue industry for job creation. No public housing projects. Instead public housing would be scattered around the area and occupents would be subject to eviction if they became a nusicience with neighbors. (In other words the no crack dealer in my neighborhood rule)

WiFI points would be easy to maintain in around the town and would be a natural inclusion in a modern town.

Those are just some of the ideas I have for a town I'd like to build.

I would call it Red Sox Nation. All persons cheering for the Red Sox would be welcome regardless of race, creed, color, native language or national origin. Patriot fans would also be welcome. There would be large screen TVs showing NESN all over the town. Yankee fans would be banned. Anyone caught in Yankee gear would have to pick up the bar tab for the entire town for one day. And that sum would be considerable.

Any extra points for least sensible?

I guess I would ban Smoking, apart from aiding people stay healthy, and helps keep the environment free from toxic chemicals. I guess I would call it Smoke-Free!

Crime of any kind (stealing, drugs, violence, etc...) and invest in a true rehabilitation system for offenders to either prepare them to go back into society or to a prison system.

Town name wud be ANGELVILLE...Lol. And Hypocrisy n bigotry wudnt be allowed in my town. IF people are open with their feelings then i think it wud solve many problems although it might hurt initially but u learn to deal with it eventually... Honesty with a touch of diplomacy. And penalty cant stop them from doing wat people want to do. So I think I wud jus like them to realise wat they are doing is a mistake. So the motto wud be live n let live. And please NO DRUGS.
