I work in the medical field, and to often I see that Physician's will automatically prescribe a topical steriod cream for Eczema. There are a few tips that I've acquired over the years, they are as follows:
1. When you was your clothes you typically use a harsh detergent, such as Tide-and this can be very irritating to skin with eczema. As far fetched as this may sound, you'll need to was "his" clothes by hand without detergent.
2. Stop putting lotions/creams with fragrance on the skin. What you'll need to do is go to your local store (wal-mart, target, etc) and purchase a lotion called: Eucerin. This works wonders and is fragrance free.
3. When was your hair/body, we all use soaps with fragrance in them. For washing the body, I would only recommend: Dove/fragrance free BAR soap. For the hair, this will prove a much more difficult task. Go for things like Johnson & Johnson soap (fragrance free of course).
4. For the areas that are bleeding, you'll need to cover those. I'd go to the store and buy some gauze and medical tape. Moisten the infected/raw area with water, then place a small amount of Eucerin and cover it. Within a few days, the area should begin to look like normal.
To sum all of the above:
Fragrance free Shampoo.
Dove BAR soap (fragrance free).
When washing clothes (at least the first 1 week) do not put detergent.
Also, if "he" consumes ANY dairy products, such as: milk, eggs, cheese, yogart, etc. Have him STOP it. At minimum for two weeks, and possibly permanently. We seem to forget that what we consume shows in our skin.
If you do the above religiously, you will see absolute improvement. However, if you believe that steps above are to difficult, then you would see a dermatologist who will just have you slather steroids on top of the eczema. And steroids are a whole other story.

I am afraid honey and cinnamon powder paste is unhelpful. There are no cures for eczema, only managements. Here are a list of dos and don'ts: Things not to do:- Don't use biological powders Don't use fabric softeners Don't use soap or detergents to wash with Don't use standard shower gels or bath additives Things to do :- Try Fairy Snow -the old fashioned powder Use dryer balls Use a soap free cleanser to wash hands etc. Use a moisturising shower gel like Oilatum Use a moisture bath additive like Aveeno Use a good moisturiser like Aveeno Use it very frequently, you can't over-moisturise! Use antihistamines for itch, a non sedative one like loratidine in the morning and a sedative one such piriton at night. You may need to use steroids creams/ointments for flare up areas. Use the mildest you can, for the shortest time possible. Sorry if you knew all of that already :-( Management of psoriasis, which is also not curable is totally different using tar, dithranol, calcipotriol and sometimes steroids.

Arbonne recommends for eczema that you wash with the baby wash and leave your skin a bit damp and use the conditioning oil and cream. My little boy had eczema on his cheeks. I was not sure what method to use but I didn't want to make my boy go through any surgery treatments at this young age. Some suggested a plastic surgeon since it was in a very visible location but our family doctor recommend this natural guide.
Best Eczema Treatment?

Home remedies: mild soap; most of the time, only use soap on underarms and privates, rinse well, warm (not hot) water for bathing; mild moisturizers (natural ingredients, no heavy perfumes); Nizoral shampoo (available at drugstores); sunbaths with sunscreen (30 minutes, SPF 30 sunscreen); regular cardiovascular exercise; stress reduction techniques; 20 minute saltwater baths 2 or 3 times a week (Dead Sea salt, available at health food stores); fragrance and dye free detergent; anti-inflammatory diet (lots of fresh or frozen fruits and vegetables, olive oil, low salt, low sugar ,lots of water, restricted red meat, a variety of fish, whole grains, whey protein)
If the above remedies don't help, see a dermatologist. There are a lot of good prescription topical creams and foams that can be applied.

Check with a doctor to find out the exact problem. The treatment varies with the problem. Until then, try Aveeno Bath Powder in the bath water. To keep it from clogging your drain, put it in the foot part of an old pair of pantyhose. If you can't find it, use plain old oatmeal. It will help with the itching. If you can find it in your area, get a jar of Mazon cream. Mazon soap is also available if you'd rather try that instead of the oatmeal. If not available in your area, check with a pharmacist for a good soap and cream. Then get to a doctor pronto. Scratching damages the skin and can lead to infection. Then things can really get nasty.

How old is HE?
Has he been diagnosed by a DOCTOR?
There are many medications out there that control these issues.
Sun is one that is highly recommended.

My brother has the same problem,he goes tanning or lays out in the un,I know its not safe but he does it for short periods of time and it cleared him up
