It's not a matter of whether your fingers are "too stiff".
Your answer will depend on what your goals are. If you want to be a top classical pianist yes its too late. But you prob didn't want to practice 6-8 hours a day either : )
If you want to play the music you like to play for your own enjoyment then it's never too late and you could become quite good.
Our brains are basically done developing by 12. This doesn't mean we can't learn new things it means we are "pre-wired" in how and what we learn. If you had some musical training before then that would be a big help. This is one of the reasons children take to language more readily than adults.
One of the physical brain differences in a student who took before 12 is more connections between the left and right brain. Adults in my experience who have not had the previous lessons tend to show this in either playing to rigid where everything is played exactly by the rules like a player piano. Or too emotional where there is a total lack of stucture.

It's always NEVER too late or too old to pick up any skill. Most of my church's friends learn piano grades after 26 yrs old. The oldest new student aged 30.

"when there's a will, there's a way." If you're reallly into it, then go ahead and try. But dun expect that you will learn it easily. there will always bumps here and there.
Don't really care what other ppl say that might stop you. there is no limit in our brains that say taht you should stop learning at a specific age.
work hard. preserverence. you'll see the result. (although it might be slow.)

it's all depend on yourself. Nobody is too old to learn anything. Did you watch the news recently, there was an uncle who get his Diploma when he is 62 years old. it all go down to individual determinatio, if you are determined enough you should be able to succeed

Believe me, you are never to old to learn. I took up the violin at age 40. One month after I started lessons I played a solo at church. (A very simple solo, lol). It was a dream come true for me. So GO FOR IT!!!
