I have heard it. However, there have been reports that FIFA is concerned about the pace of South Africa's preparations and is preparing a contingency plan to move the tournament to the United States or Germany on short notice if necessary. There were similar reports about Athens in the lead up to the 2004 Olympics. The Guardian article which I have linked to says that no decision will be made until after Sepp Blatter is re-elected.

Dear Juventina,
No! the World Cup will be held in SAfrica. they cant wait till the end of the year to decide because all the preparations involved. Altough it has happened before, when? in 1986 the WorldCup was going to be held in Colombia, but due to problems with the logistics, stadium building and the situation of the Country at the time, Colombia had to decline and Mexico took over.
So if in the event (not heard anything yet) that SAfrica would turn the event down, I do think that the US, Mexico, Brazil, and even Australia would be happy to take over. Why not Europe? because until 2002, the World cup was held one in America, one in Europe. And now, that 2006 was held in Germany, 2010 would have to be elsewhere.
Honestly I do hope the worldcup returns to the US or Mexico.
Hope is useful Juve,

Yes, it going to be in SA, which i don't like because I'm going to go and there isn't much to do there. I also heard that in 2014 it might be in the US.
