The answer is: Sort of, it depends, or yes, which one depends on your carrier, your plan, and when you are making the call.
If you are on your average Verizon, Cingular, or Sprint plan then its free but deducts minutes during peak times (before either 7pm or 9pm; again usually depends on the carrier). If you make long distance calls after these times or on weekends then they are usually "free".
What you mean by "long distance" also matters... if your talking about the lower 48 states and canada okay, but if your talking about alaska, hawaii or to another country then probably not.
Lastly, I assumed to were using a cell phone with a monthly contract, if you are using pre-paid there is usually never a off-peak time and you would be billed minutes regardless of when you called... need more info check with your carrier or call a dealer.

Yes they do trust me i know i have made a few, the price depends on where you are calling. But i have been calling to france and its about 3 dollars to connect the call and it is any where from 15 to 70 cents a minutes. depends on your cell carrier. call and check with them. i have cingular

It depends on your phone plan, if you only have statewide then you will probably be charged, and most companies charge for long distance to other countries.

It all depends, on which plan you have. Some plans, the price is included, and with others, it is not included. I suggest you read your contract..
