This isn't really an answer, but a comment to the person who said Polk was stupid because no one knew of his legacy as a President. You have every right to think Polk was stupid (he did start a war just to gain territory, after all) but he did have quite a substantial legacy. He started a war with Mexico and under his Presidency, the U.S. gained 500,000 miles of Mexican territory including California, Nevada, Utah, Arizona and most of New Mexico and parts of Wyoming and Colorado. Pretty important stuff actually.

The man was a pervert, and sold our weapon technology to China. He drained the national strategic oil reserve to stop the high gas prices ($1.75 per gallon) 2 years before a we went to war with the countries that supply our oil. Now we are trying to replentish the oil reserve at $3.50 per gallon. He gave North Korea hundereds of millions of tax dollars as long as they promised not to make nukes. They made a nuke 2 years later and was in the process of making them when they took the money.
2. Jimmy Carter
In the 1970's Jimmy Carter allowed radical muslims to take over Iran, thus creating the mecca for terrorists that has plans to make nuclear weapons. Every government program Carter created failed.
1. Franklin Roosevelt.
Mr. Roosevelt created the welfare society in America. He also created the biggest government ponzi scheme ever created. This scheme allowed the government to take 10% of your pay check and hit your employer up for 10%. In return you got an IOU from the government that if you were still alive 40 years later they may or may not give you a few hundred dollars per month. In most cases the money would not even be enough for you to feed yourself with. Rossevelt's pyramid scheme convinced people that this was a "retirement account" and the ignorant masses believed him so they didn't bother to save up anything for retirement, thus living in poverty when they retired.
Now the scheme is pay as you go just like any other pyramid scheme and is about to go bankrupt because the base of the pyrimid is getting smaller. (Less people working, more people retired.)
As a bandaid for the pyramid scheme the government is now flooding America with 20 million uneducated, ignorant criminal illegal aliens in the country to try to pay for the scheme before it goes broke.
His blunders are the reason why both parents have to work to support a family. His scheme is bankrupting the USA and is making this country loose is soverignty through millions of illegal immigrants who could care less about our culture and have no desire to become US citizens.

No elected US President has ever been stupid. But your question most certainly is. John F. Kennedy, Franklin Delano Roosevelt, and Woodrow Wilson were very intelligent. The worst President in my opinion was Jimmy Carter but he was not stupid either.

Depends on how one defines stupid (and is that always a bad thing?) and how ones rationalization is effected by their political passions.
Smartest? Maybe Carter. Didn't necessarily make him a good president though.
Both GW and RR were not necessarily that book-smart, but were certainly smart politically.
Clinton was a great intellect, which served him well governing and politically. But socially--not-so-smart.
