I always wonder if the women are doing it for a better tan or to get guys attention?

No. We're just doing that to even out the tan and not leave any marks, especially when we intend to wear a tube, a strapless blouse or gown, or halter tops afterwards. We just can't help it when guys look at us while doing that.

I think it's a culture thing.
No girl in my country would take off their top any place with people around.
So when we are at the beach and there are tourists there, *whether for attention or not, you get it all.

Only the woman who is lying there can tell you why she does it, but the women I know who do it is to avoid lines to mar their tans.

of course they are, who really cares about tan lines on their back?? try this. when you see a woman doing this, stand in front of them and have a buddy pour really cold water on their back. try to have a camera

In Europe they go topless and it is considered rude to stare. On the beaches.
