That is a difficult question. River have won more league championships than Boca, but Boca has done better in International compatitions like the Copa Libertadores.
Of the current teams, I'd have to say Boca, as they won both the Openning and Closing 2005-06 championships.
Coming up with an answer more clear cut would be going from the heart, and as a Newell's Old Boys supporter it is not for me to say anything but that any answer you get stating one team over the other is likely due to the person answering being a fan for that team.

Boca! Maradona is from Boca, it's clear that great players come from there, and the fact that my family on my dad's side are like "hardcore" River fans, it only makes me like Boca more..
