Cleveland Browns - they went through year after year of futility only to have their team stripped from their town and sent east. The Dawg Pound is now back in full strength.
I have to say it, "Cleveland rocks."
(And this is from a NY Jets fan)

Pretty easy answer: GREEN BAY PACKERS
No other team has fans as devoted as these. I've been to many stadiums to see them play. Most teams now have a "Packers" rule to try and keep the visiting cheeseheads from getting tickets or they would sell out other peoples stadiums too.
Many other teams might win if you voted on "crazy" fans. Raiders fans were nuts and Eagles fans were obnoxiuos. Then again, that's pretty much the norm in Philly.
Last time I went to a game at Lambeau, people spent a few hours tailgating while waiting to get into the stadium parking lot 3 hours before the game started to tailgate.

It is between the crazy Oakland Raider fans, the crazy Philadelphia Eagles fans, or the passionate Green Bay Packers Fan. I know you do not want to sit in the black hole, and the eagles are just nasty. The packers are the only team in the league owned by the fans, so what the packers do really matters to the city and the fans. Its between those three.

The Browns. It doesn't matter how bad they are, the fans still show up to the games. The "Dawg House" is a brutal place to even be around if you are rooting for the other team.
The Raiders or the Packers fans take a close second.

Packers.
The stadium has been sold old of season tickets since 1960. If you want to get on the waiting list, you are behind 71,500 other people. Their intra-squad scrimmage sells around 50,000 tickets. FOR A SCRIMMAGE! Ok, it's true that there isn't jack to do in Green Bay other than watch football, but I see the 49er fans heading for the exits by the 3rd quarter and think what a waste of time for them to come at all.

The Browns. The fans are still there.
Although in my opinion, the new Dog Pound does not rival the old Dog Pound... not even close.
Long-time fan. Go Brownies!

Kansas City Chiefs. No NFL team can top the sea of red and 70000 screaming fans, it's louder than most domed stadiums.

Philadelphia Eagles fans have developed a tendency to take over other teams stadiums. We've always taken over in Arizona. In recent years though, we took over in Miami on MNF. We took over Fed Ex field 2x--where were the 80k strong (pansies).
We even took over Arrowhead last year after coming back from a 17 point deficit. I thought that was supposed to be the toughest stadium (that was sarcasm). Anyone comes to Philly either knows to keep their mouth shut about their team or it WILL be shut for them.

I second the vote for Eagles fans . . . if you remember, Philly fans are so passionate that they were banned from going to the 2000 NFL draft.
