Yes and No. It is like saying adults were once children too. And, as children they were oppressed, so they do so to their children too.
It is possible that some of the oppressors were opressed in some ways in the past and hence they find it convenient to oppress others under their control or care.
At the same time, there are oppressors who resort to oppressing others although they were born and brought up in the best of the circumstances one can imagine.
In short, factors such as one's educational background, upbringing and moral values to a great extent decide how one ends up treating others! Anyway, a good education is key to cultivating enlightened thinking!

yes, if by nothing else their own relentless egos which demand more and more proof of their power and worthiness. this leads to their unending greed and desire for absolute control over everyone and everything. they are actually to be pitied, but their psychopathic and murderous nature makes that difficult except for a true "saint", i guess. if only they had gotten proper counseling and treatment early on--we would all be better off. (p.s. or spotted early and euthanised)
