how do i have file execute permitions?

i dont know hoe to do this because i ame tring to run my cgiproxy off my server in apache running on windows

Contact your hosting provider and have them set the permissions for you. I had the same problem last week after a migration and they were able to do something on the server side to fix it.

Oh yeah, and I meant to mention this is common on windows servers.

see if you have a limited account, or an admin account
