You must have noticed a black metal wire/cable running across road
on oneside of the way. Does it count the number of autos passing
by or for anything?

It,s just traffic counter ,,it help,s the state you live in,,keep track of how many car,s travel that road,,they use this device so that they can determine when a road might need Re-surfacing,,by adding up the no-of car,s,,either by the month,,or by the week,,or day,,and no,,,it,s not a speed device,,i wish people who don't know the answer,s to these question,s would at least try and be reasonable when they answer.

I was told once that it counts how many cars pass by so that they can average out how much traffic goes through the road to see if a stop sign or a traffic light is necessary in that area.

Around here they use those to count the cars going by. The information it gives them helps to figure out how often the road will need to be repaired or maintained. Also lets them know when it is a good time to do small repair work ie. when there is less traffic.
