Contact the police department and tell them that you want to get your personal belongings. They will tell you what you need to do.

Is the salon still in business? What about your business interest in the salon? It seems that there is more at stake here than just picking up some belongings. Good luck to you!

Call a locksmith to cut off the padlock. If you can prove that you are part owner, I don't see that there would be any legal problems with doing that.

get a pair of bolt cuters and cut that thing off, then tell that your partner to give you a set of keys if they really, really want a padlock

Go to court, or contact the local POLICE and tell them that you need to get your things out of there .
