yes, it's called an erection.
PS -- funny thing about steroids -- guys bulk up, get all muscular, but their penises shrivel up.
PS -- implants only assist in erections, are surgical treatments for ED (erectile dysfunction) but do not "enlarge" the penis.
PS -- in some cases, where there is available skin and underlying tissues, sugery can enlarge a penis.
PS -- if you see it advertised on the Internet, it doesn't enlarge anything except the seller's bank account!

There are two things that can be done. The quick way is surgery to sort of unhinge the penis by severing ligaments. This brings the erectile tissue that most people think of as within the body into play outside the body. Drawbacks: You're left with something that doesn't really want to point in a specific direction that way a natural erection does. Also, if you're circumcised, you may not have enough skin to accomodate the additional erectile tissue (in this sense, circumcision is pre-emptive penile reduction). With these drawbacks, this procedure is normally reserved for desperate cases (under 4" erect).
The other way is to use tension/vacuum. It takes a lot of time (years), but it works. Buy a quality vacuum pump with a safety pressure release. You can also use a traction device like the Ventless Conical. Tensile tissue expansion is not even debatable; it's hard science, used by cosmetic surgeons to grow graftable skin, and used to make breasts enlarge without surgery.
And the PROVEN method to accomplish nothing is to buy some worthless pills on ebay.

The penis can be extended surgically. This really can be done. A few years ago I saw a story about it on HBO's Real Sex. Maybe you can find the episode.
