Best advice is to contact the "they" who rated the home, and have "them" provide you with the standards they use to rate the quality of a homes' construction. It seems a little unfair for them to give you a number and no explanation as to what the number means.

I'm not entirely sure, but I believe that it refers to environmental friendliness, i.e. that waste was recycled if possible
