I agree with Vicenti -- "Root Mean Square" is synonomous and interchangeable with "Standard" in the jargon of statistics.

They are different. The standard deviation removes the mean before squaring and averaging, whereas the RMS does not. So if a signal (for example) has a large mean with a variation about that mean, the RMS value will include the mean in the measurement, whereas the standard deviation is defined as "the average deviation from the mean" in a mean squared value sense.
