The Original writers of the Constitution said it should be the Secretary of State.
Congress thought this wasn't correct since SoS is not elected by the people, so they got an Amendment passed to make the Speaker of the House the next in line. This is because he is elected, even if only by a few people in his district, and only elected people should become the President.
