College observatories are usually on a hill or wide open field. The scope mounts are usually below the rim of the observatory dome so to preclude any terrestial sightings.

I have been in at least 2 observatories on college campuses, but none had that particular sight line. One of those colleges was San Diego State, a school that was voted the #1 party school by Playboy one year that I was there, so I would think I would have heard about such a sight line if it existed.
