I think I understood the question to be:

That changing your sparkplug wires, 'will sometimes', provide more of an improvement than changing the Sparkplugs themselves, Especially if the wires are old.

If that is the question the answer is "YES"
If the wires from the distributor to the sparkplug, have insulation that is breaking down and is "leaking spark" or the internal conductors are broken causing high resistance. They maybe the source of the engine running badly. So changing 'just' the wires 'may' give you "more help" than changing the sparkplugs.

I agree with Krazy 4 Speed here:
If I was having a problem with my plugwires I would change all the wires and the plugs at the same time.

I don't know if I missed the question or not:

and this is where I am confused by Krazy 4 Speed's answer.

The Plug and the wire are series elements, the Resistance of the circuit is a total of the two added together. Changing the wire would not cause the plug to go bad unless it was bad already.?

Perhaps I misread, or misinterpreted his answer.

My 2 cents:

Don't worry about either unless you have a miss. Some plug wires aren't ment to be changed. Like the ones that have the pickup coil setting on top of the plug. I remove my plugs and clean them every 50 thousand miles....aside from that, I leave everything alone.

No, if one is bad you raise the resistance and the other will act if it is bad. REPLACE BOTH for best results!
