Exactly. When you look at the Zodiac, the charts are in a circle, which shows the relationships between the signs. By knowing the exact time of your birth, a good astrologer can make some startling predictions on you.

Each zodiac sign is it's own, but every person has 12 different influences determined by the position of the planets at the time of said person's birth. An example. I'm a Libra, and anyone who's familiar with the zodiac characteristics could tell that after talking with me for 10 minutes. Since it's my sun sign, it factors most heavily on my personality. But my rising sign is Sagittarius, which means that I have definite traits typical to that sign, such as the need to have the freedom to do as I choose.

What you're asking about are the individual planetary influences. Another example. My chart shows that Mercury is in Virgo. That means I have a bit of Virgo in my personality. Each planet's position determines what sign you're born under for that particular house.
