I think you can find out when and where it was cashed, but not by whom. In theory they're supposed to check the identity of the person cashing it, but may not keep a record of it.

If you believe that you postal oder was cashed write to the Post Office fo help and advice they will tell you the date it was cashed and (subject to Data Protection) may be able to tell you who cashed it.

Depending on the amount you may find that the only was you can get a refund for goods that fail to turn up through eBay is to take your case to the small claims court (County Court) I would certainly contact eBay over this as they maybe able to help you also. In all cases you will need to produce the counterfoil from the postal order.

It would help you more in the Court if you can show that the person/organisation that are supplying the goods have cashed your postal order.

There is a way but you need to speak to the post office. Take the receipts with you and make sure you keep details of these incase the stupid post office lose them

As far as I know a 'crossed' postal order MUST be banked only you cannot exchange it for cash

If your postal order was crossed, then it couldn't have been cashed: crossed postal orders MUST be paid into a bank account. I think it should be possible to find out which account the postal order was paid to. Good luck!

You can write to the Postal Authorities(If you remember the no,serial number of postal order, name of issueing post office amount and date of issue and ask them to give you the date of encashment. They will give you the information. If the payee has encahed nothing can be done and you can proceed legally against the company for refund.
If the PO has not been encashed, you can write to the PO to block payment and refund amount .But you must write to the Postal Authorities enclosing the counterfoil. You may get it .Worth trying.
