(you don't need a license to own a tv, only if you use it to watch broadcast programs - if you use it to watch dvd's then you don't need one)

Not that many, they are normally fined.
I will talk about it in the UK as you haven't said where.
In 1995, 235 people were jailed for it.
However, in 1999, only 24 people were jailed for it.
Technology has become more sophisticated so it is easy to detect TVs without a license, therefore, more people pay for a license to avoid a fine.
Well in the UK there are 60million people, and 30.5 million television sets.
So you are talking about half the population have the potential to be fined or jailed.
Only 24 people though out of these millions did so the number is continuously decreasing.

Also, you may need a license even if you just watch DVDs etc. The BBC argues that you have the potential to receive signal so require a TV license.
