I'm from a smaller town, so there's REALLY nothing to do... but here are a couple of suggestions...

We've had lots of fun with photo scavenger hunts - make all of the required items relavant to the birthday girl/guy... inside jokes or whatever... and then split up into teams. After a set time, meet back up to compare results over ice cream - the team with the most/best photos wins!

Another version of this is to do a treasure hunt for the birthday person - position friends all over the city (within waking distance) with clues and small gifts. One person delivers the first clue... which leads to the nest clue, and the next person! Pretty soon you'll have a whole parade of friends searching for clues and presents. Make the gifts as meaningful or as goofy as you want. This is another great chance to make lots of inside jokes references!

Another idea.... Pretend to be tourists - hit all (or at least some) of the hot spots and do all the stupid (yet fun) things that tourists do - make sure to take a camera along for lots of "souvieneer" photos.

Adler planaterium, Shedd Aquaruim, Gino's East pizza, there are more museums than you can see in a week. Go have a "cheezeboiger" at the Billy Goat Tavern. Take an night cruise on Lake Michigan (they have dinner cruises too), Cubs/White Sox/Blackhawks etc. go up to Six Flags in Gurnee, Greek town, China town, Little Italy. Use your imagination

Go to a baseball game. Or check out the internet and see if there are any outdoor concerts going on in your area. Sometimes they are free. Or hope on the Metra and hit up a small town festival. Might be more fun than you would think.
