I remember seeing a study awhile back that indicated they were not safe because it was telling your brain that you were cooler than your body actually was and you wouldn't sweat as much as needed, resulting in heat stroke. I've searched the Web, can't find a thing on it now.

I think they are safe. Many people used them in Iraq and Kuwait.

When it is hot in a factory they wet towels with icy cold water to cool their bodies down and i nver heard that u could get heat stroke from doing that but i might be wrong. No one ever passed out from doing it.

It really depends on the reason why you are using Heat or Cold on your neck. I use cold packs for the muscle spasms in my shoulders. Consult your dr. for the best treatment for you.
